ULA Statement against the Executive Order Targeting IMLS

On March 14, 2025, an Executive Order was issued to eliminate all non-statutory components and functions of the Institute of Museum and Library Services (IMLS). The Utah Library Association (ULA) stands firmly against the elimination of the core functions of IMLS, which are guaranteed by statute. (IMLS Section 9141) We call on Utah’s congressional delegation to protect and defend libraries in their districts by asking the administration to preserve vital IMLS funding. Libraries across Utah and the nation rely on IMLS funding to provide critical services that empower our communities, bridge the digital divide, and foster lifelong learning for all.

Libraries are essential to the educational, cultural, and informational needs of all people, regardless of their background or socioeconomic status. The IMLS funding allows Utah libraries to improve literacy, provide access to technology, enhance community programming, and ensure that no one is left behind in our rapidly changing world. Defunding IMLS would disproportionately affect underserved rural communities, children, seniors, and individuals with disabilities who rely on libraries for resources, such as Libby, that they cannot easily access elsewhere.

Furthermore, IMLS has played a pivotal role in ensuring libraries remain resilient and innovative in an era of constant technological, economic, and societal change. Libraries have become vital community hubs, offering more than just books—they provide access to digital literacy programs, job training, health resources, and vital social services. IMLS funding helps to ensure that rural Utahns have the same opportunity as urban residents to access essential resources and services that help support literacy, student success, and support for veterans and small businesses.
